But: do we still want the separate steps of "New Issue" and "New Pull Request" with code?

Hmm. Often potential new code will not be ready to turn into a PR, in which case discussing suitability first (via the mailing list or a GitHub issue) does seem best. Can you come up with some nice wording Lenna?
