Archive the Permanent Archive

Zip the entire permanent archive and store the zip in cold storage. Nearline recommended.

Todo:

• Dan to zip and archive on Nearline. Alert Conor when done, and assign this ticket to Conor.
• @zoeps to confirm all linkage data is moved to the new data_archive
• Conor to delete permanent archive from Cedar ONLY AFTER RELEVANT DATA IS EXTRACTED
