Subject: [PATCH] Add SE5Plugins.slnx solution for se5 plugin projects

Add a solution file under se5/ that groups the six Subtitle Edit 5
plugin projects, the shared Plugin-Shared library, and the related
solution items (se5-plugins.json and the SE5 GitHub workflows).
