`GET:/systems/{systemSymbol}/waypoints/{waypointSymbol}/construction` documentation incorrect

The docs say it "Requires a waypoint with a property of isUnderConstruction to be true.", but even if isUnderConstruction is false, it still works (e.g. /systems/X1-HC13/waypoints/X1-HC13-XE1F)
