Finding: The HARA document cites 'RELAY Specification v1.11 — §15 (Error handling)' as the source for error-handling requirements. In the actual spec, §15 is 'Canonical Frame Types'; the common error sentinels are instead defined in §5. This is a minor but real citation error in a safety artifact that's meant to be traceable back to the governing spec.
Recommendation: Correct the citation to reference §5 for error handling (and while touching this line, update the spec version citation per the companion stale-version issue).
