Command to Disable receiver's private msg

Is your feature request related to a problem? Please describe.
We hav a large Staff and large player base, but they always use /msg to talk to StaffMembers when we have support channels for that pruporse.

Describe the solution you'd like
a command like /togglemsg if the receiver have disabled the togglemsg player must not receive a message, user can bypass the disabled togglemsg if the sender have a permission like multichat.bypass.togglemsg

Describe alternatives you've considered
Can't find any alternative by just using /ignore

I'm sure I can implement this fairly easily, I'll see if I can get it in the next version 👍
