Build client lib with static linking

Build curl in static mode.

We use curl library in our client.
In the curl documentation is written:
"As a general rule, building a DLL with static CRT linkage is highly discouraged, and intermixing CRTs in the same app is something to avoid at any cost." (see: https://curl.haxx.se/docs/install.html)

This is the reason why we don't support static linking.

This note only applies to dynamic build of libcurl, but it doesn't mean libcurl itself can't be built/linked statically.
