Switch to Hugo + Relearn theme

Replaces Jekyll/Just-the-Docs with Hugo + the McShelby Relearn theme,
loaded as a Hugo module. Custom kontango-dark CSS variant matches the
marketing site palette (#0a0a0f bg, #4a9eff accent, #fafafa text).
Content moved to Hugo's content/ layout, frontmatter converted to TOML.
Workflow now installs Hugo and builds with the configured baseURL.
