IMO, it's better to always run the CI. For example, if the Makefile gets updated, it's important to re-run the CI to make sure that the PDF still builds. In general, you probably don't want to change CI every time there's a new file or directory that should trigger it.

Yes! The make CI should always be done but the RELEASES should not (the upload PDF step)
